Keeping the greenery and waterfront with very little congestion (buildings) is important to me.
A place to just enjoy the beauty of nature at the end of the paper mill trail. Outdoor activities to do with the kids in town. I love the look of Scenario 1!!!

We need more parks and green space in Lisbon for residents to enjoy. Have you tried fishing with kids along the Androscoggin River in the fishing park?
It is not a fun experience. There is not enough space. I think that if you were to pick option one your downtown will flourish even more.
Add picnic tables and on occasions some street vendors and you will have a popular spot to grab some food.
Places like Franks, Flux, The Railroad Dinner or possibly a food truck will greatly benefit along with other downtown businesses.
